Esther Northrup

Esther Northrup is Cox Communications’ Senior Director of State Regulatory Affairs for California.  In her role, Esther oversees Cox’s advocacy and participation in matters before the California Public Utilities Commission and other state government entities, as well as internal operational compliance matters.  In her 22 year career with both start-ups and mid-sized competitive providers, Esther’s work has covered a variety of issues including: Internet Adoption and Deployment policy; State Universal Service policies; Interconnection Rights and Negotiations; Access to Public Rights-of-Way and Utility Structures; Outside Plant Safety; Competitive Landscape; Consumer Protection; and Number Administration policy.  

 

Esther serves as the Resource Leader for Cox’s California Diversity Council’s Supplier Diversity Pillar, and is a founding member of the California Cable Supplier Diversity committee, which shares supplier diversity best practices amongst California cable companies and sponsors an annual supplier diversity expo.  Esther also is a Board Member of the California Cable and Telecommunications Association and the San Diego youth non-profit, Outdoor Outreach.

 

Esther earned a B.A. in Broadcast/Cable from Penn State University, a J.D. from California Western School of Law, and is an active member of the California Bar.  Esther lives in San Diego and enjoys hiking, camping, eating and going to the beach with her husband, two sons, and the families’ two dogs.
