Juliana Wayman

​As Senior Director of United Utilities, Inc. (UUI) a subsidiary of General Communication, Inc. (GCI) Juliana Wayman is responsible for the overall direction of the business unit including oversight of legal & regulatory, budgeting & forecasting, customer care, and coordination of regulated projects with the engineering teams.  She also serves on the Board of Directors for the Alaska Exchange Carrier Association and on the finance committee for the Alaska Telephone Association.

 

Juliana began her career as a financial analyst with UUI, a local exchange carrier providing landline phone and internet to 65 rural Alaskan sites.  In that role her areas of responsibility included access billing, tariff creation and interpretation, reporting to the National Exchange Carrier Association and the Universal Service Administrative Company.   She then spent two years at the Regulatory Commission of Alaska as Chief of the Tariff Section where she reviewed tariff filings and made recommendations to the Commissioners regarding approval or suspension of filings. In 2006 she returned to UUI in the position of Manager, Regulatory Affairs which included calculating access charges, forming regulatory strategy, and being first point of contact between UUI and regulatory agencies.  In 2008, UUI was purchased by GCI.  Juliana was then promoted to Director, Regulatory Affairs and took on the task of integrating the regulatory practices into the larger entity and budgeting and forecasting access charge processes and Universal Service support. 

 

She graduated Humboldt State University with a Bachelor of Science in Business Administration and then earned her Master of Business Administration in Telecommunications Management from Alaska Pacific University.  She resides in Anchorage, Alaska.
