Kimberly Hulsey

Kimberly A. Hulsey is the Senior Vice President of Distribution and Strategy for TV One, LLC, the cable network of entertainment, reality, nostalgic and public affairs programming for the African-American community.  In this role Ms. Hulsey is responsible for managing several of the company’s critical distributor relationships and for developing the marketing and partnership strategies necessary to maximize penetration of  network content on all media platforms, including linear, HD, VOD, on-line and mobile distribution.  Before assuming the Distribution and Strategy position, Ms. Hulsey was Senior Vice President, Legal Affairs and Human Resource Strategy where, in addition to leading the HR Department, she was responsible for all legal matters associated with distribution of the TV One network including agreement drafting and review, contract negotiation, and most favored nation (MFN) analysis.  

Prior to joining TV One, Ms. Hulsey was Associate General Counsel for Affiliate and Government Relations at Black Entertainment Television, Inc.  There, she gave legal support to carriage negotiations with Comcast, Time Warner, DirecTV, Echostar, Cox, Adelphia and other cable and satellite companies for each of BET’s programming networks: BET, BET Jazz: the Jazz Channel, BET Hip-Hop and BET Gospel.  At BET, Ms. Hulsey also had primary responsibility for all regulatory issues affecting the company, including FCC compliance, DOJ filings, SEC filings and general legislative and federal government developments.  

Immediately preceding BET, Ms. Hulsey was an associate with the law firm of Fleischman & Walsh, LLP in Washington D.C., handling regulatory matters for broadcast and cable clients.  Before BET, Ms. Hulsey was an Attorney-Advisor with the FCC’s Mass Media Bureau where she reviewed proposed mergers, sales and transfers of television licenses.  Ms. Hulsey’s first job out of law school was Law Clerk to Judge Michael Rankin of the D.C. Superior Court.    

Ms. Hulsey is a 1993 graduate of the University of Pennsylvania Law School and a 1989 cum laude graduate of American University.  She is currently a member of NAMIC (Mid-Atlantic Chapter), CTAM (Washington-Baltimore Chapter) and serves as Advisor to the Washington-Baltimore Chapter of WICT.   Outside of work, Ms. Hulsey enjoys traveling, scrapbooking, and fine dining.  She resides with her husband, Kenneth and daughter, Katherine, in Bowie, MD.
